ok, i did a check in the forums about this, and it said only 10 shuttles were allowed on the planet from player cities. Now, since when did each planet have a different amount? We qualify for a rank 4 city, but due to some freaking (censored for the families:smileymad
technicality, we can't. However, if we were anywhere else, we could. We can't move as most of our citizens are sporadic players. We are basically being punished due to our good recruiting skills. How I love this game /sarcasim off

It's really something you should of planned for ahead of time. A planet can't have a shuttle in every player city. It's a first come, first serve kind of deal. It stinks to come into an already developed planet and just wait for a city to perhaps lose their shuttle (which may happen on a large portion of the Player cities who choose to lot swap for citizens if the devs go about to cleaning up the old condemned structures)
If you know of any dying cities that have shuttleports you can always try to convince the mayor to give up their shuttle. If that doesn't work you could always try a hostle takeover. Though drastic it can achieve what you want by gaining control of the old city to delete their shuttle and then letting you have yours.
