How do you send an e-mail to everyone thanks in advance

in the TO field type citizens

you can also type city in the "to" box

I take it this only works if you are the mayor? Our mayor has told the militia we are free to send mail to the citizens using this method, but it doesn't work. She's been gone for a week and we've got some events coming up that everyone needs to know about, but the only way I can get the email to go out is type in all of the names by hand.

Yes, it only works for the mayor.

Another method is add every citizen in yoru city to your friend list and use the <select all> <mail> buttons. Its tedious and a real pain in the rear, but it does get the job done.
