I'm still working my way up the politician tree, but my city is already well above what I am allowed to place. Can I get the mayor of another city who has greater skills to come over, grant him zoning rights, and have him place say a bank or garden in our city?

Interesting idea, but I don't think it works that way. You will have to wait to get the skills.

That's a very interesting question. I know it's not intended to work that way, but I think it would be worth a shot.. simply becausethe civic structures are only dependant on city size.. you don't need to use the slash commands (ex: /installmissionterminal) to place them..

Craft an extra bank deed and give it a try... I'd be interested in knowing the results

Then again, if your city is large enough to support those buildings, it would only be a couple weeks until you're 2/2/2/2.. and you could do it yourself..
