Seperate property taxes for citizens and non citizens. At the very least, those branded inactive by the no longer active in activity rule would lose their houses a little quicker.

Yeah, would be nice to increase the decay and make placing structures that are not your delcared residence less attractive. Right now someone can move in but never declare.
