We've already lost one city hall....would like the 2nd to work out...

We have exactly 10 people in our city and we THOUGHT all had declared residency (all are within the 150m range)

But when we placed city hall, no one was counted as a citizen until they voted for the mayor it seemed....

The player-city guide says that you only need declared residents within the radius, but if that was the case, we should have shown at least 8 or 9 citizens (assuming 1-2 forgot to declare residency), but we only showed 4 residents, and each showed up only after they voted....

Is this how it works or was I missing something?

if you are putting down a city hall it's very important you have 9 others online at the time you do so. That 24 hour window you have might as well not exist.

Everybody needs to walk into their declared house within the 150m to become a citizen. In addition I would also go vote just to make sure. Now you as the mayor are responsible to make sure you have all 10 citizens on the roster and to locate and make sure the ones who aren't do what they need to to get on there
