Do you loose anything in the bank if the city can no longer support it and you loose your city's bank? Will you be able to get access from another non player city bank?

Banks are planetary, ie. your bank box in your player city is also accessible from the bank in any NPC city or outpost on the same planet. For example, my player city is on Naboo and I joined it's bank. If I redeed the bank, I can still go to Theed and access my stuff.
