Just got novice politician and have the requisite number of citizens, went to place city hall and was shocked to find that Tatooine cannot have anymore player cities. What are the odds of me getting to start this city? The chances of me being first on the planet to get a city hall down as soon as another player city dies seems slim.

I don't think there is a documented case of a city falling that was not engineered so your chances are in the theoretical here. Talk to someone with a really small town and you may be able to take over or have him destroy his for you.

I guess that's worth a shot. Chances are slim to none though.
