Is there a way to limit where people place their houses? I want anyone to be able to place a house in my city limits, I just don't want them placing one in out plazas. It would also be nice to be able to prevent them from placing a house out of line with the others on the street.

No.
The only guaranteed way to get people to place their houses where you want is to enable zoning, place houses yourself and /transfers.

What works for me is be with them when they move in. Give them a few options and let them choose among them. And then watch them place it.
I've only had two problems.
One person, I had to bug a bit, but she moved. ANother placed the house in a wrong spot, and then I asked him to move it, and he did, after a bit of hestating.
But our town roleplays a Twi'lek clan, and so the council, and myself, have a lot of power, and people tend to follow our 'suggestions.'
