Gardens are considered civic structures. For a level two city I believe you are allowed 20 decorations and 13 civic structures. So if you have the city hall, bankand garage, you can place 10 gardens. On top of that you can place 20 streetlights, fountains and statues.
The way I calculate it is that anything that takes maintenance from the city treasury is a civic structure, everything else is a decoration.

That statement is kind of confusing since everything takes money from the treasury but only civic structures have an actual maintenance associated with them... ie: no money in treasury the civic structures start to decay.
