Every planet has a Player City Cap on it. Only a certain number of cities can obtain the rank of four (4) or five (5). Please refer to the list below in order to get a better understanding:

Corellia: 20, 15, 10
Dantooine: 50, 30, 20
Lok: 50, 30, 20
Naboo: 20, 15, 10
Rori: 50, 30, 20
Talus: 50, 30, 20
Tatooine: 20, 15, 10

The first number indicates how many cities of rank one (Outpost) or two (Village) can be placed on a specified planet. The second number indicates how many cities of rank three (Township) can be placed on a specific planet. The third number indicates how many cities of rank four (City) or five (Metropolis) can be placed on a specific planet.
