hi on my server i hear all the city/town etc lots are taken up on naboo, even if the lots are taken up can i still create a town being novice politican and grant zones even if i can place the city hall so no idiot can come alot and spoil our non-offical town by sticking 10 heavy harvesters infront of our PA hall and Large houses, it kinda sucks i aint moving again

If all the slots are taken, you can not create a new town, you need to wait untill a current town dies.

I presume you mean "If i can't place the city hall", if so, the answer is no, you need to have a town and either be the mayor or a miltia member to grant zone rights, this can only be done inside a city.

I know that problem too well, i found that talking to thoese doing so, tends to give a very good result, keep an droid stationary at one of the harvesters, and simply make it send an macro with along the lines " Will the owner of thiese harvester please contact xxxx" it may work.
