ok, before i place my city hall on the terrian area i want to build on... i first want to place my generic guild hall on the land, so i can put all my items in there... and recruit peeps at the same time they join my city into the guild.
Well the question is that can I place the city hall after my guild hall, and have the guild hall count as a residance of the city?
will it let me put a city thereeven though my guild hall is there?

Yes, you can place a PA Hall after the City Hall and it will count as a residence. However, if YOU place BOTH Halls, you do not get double residency as the FIRST Mayor (person placing the city hall) automatically gets counted as a resident (house or not)...

City Hall and PA Hall are two different structures, as long as you have both, have space to place both, then you can have both placed
Unless of course your location is too close to an existing city...

City Hall is a special type of structure, like the Cloner, Bank, and Shuttleport, and takes NO lots.
