Not sure if this has been asked but I'm assuming you are not forced to move up to the next status once u have the correct number of residents... I am hoping our City will be able to start off... gain residents and then move up once we have the base of players and a good budget worked out... So in essence I hope it is the mayors choice to specialize as this would make the most sense... However alot of things in this game don't so just wanting to double check.. Thanks for any help anyone can give me

It looks like you are forced, in fact you don't have a choice, it just automatically moves you to the next level when the requirements have been met. One step only, once a week, up or down, automatically.

Specialization is seperate and is selectable, lasts for one week, is determined by the mayor and the mayors abilities (skills), and costs extra on top of the existing costs for the city.
