I know it's once a week. What day of the week.

Does it happen on the same day everyweek that the city center was placed? Or does it happen on set day for all cities on the server? Like every friday or something.

I think considerling Plinka's explinations it's a week after placing the city hall ... so it's different for every city (just like the attackable hours of bases ).

This is logical, since if it where at serverwide times you would just place your city a few hours before this time and get an automatic update the day you started your city, jumping up on rank without wait.
