At novice you get zoning rights so no one can build in your city unless you give them ok.

Does this mean the full 450 meters from start or just the size of the city?

Would be shame to be able to control the first 150 meters on week one but then have various people plop down stuff randomly beyond your control and then expand into the random area.

Well, I don't know how it is really, but I hope and guess you will only be able to grant zoning rights in your present radius. The 450m radius is only taken into account while placing the town hall.

But I think that this is good, as the city feature already allows the possible griefing of rich individuals that just place a city hall whereever they want and charge taxes on people who happen to live there. To give these individuals the power to control 450m radius of land seems insane to me.

Placing a city hall in an already occupied area with houses doesn't make all the people declare residence to your city. If the people that were there before don't declare a residence, your city hall will do nothing.

As I understand it, they will still have to pay property tax and sales tax ...

This is a fantastic question and one I woull LOVE an answer to from someone who is on test centre! If you can zone out all 450m radius from the start that makes hell of a difference for those people concerned about the long term plans of their city. I would love it so much to be the 450m radius from the start but to be honest i really think it will be just the radius of your currenty city size that you can zone.
