Thread: Citizens vs. Land Area
It seems somewhat skewed right now to get your city promoted. Remember, you need to get the new number of citizens in the current rank's radius, which means you need 15 citizens in a 150m radius to go to a Tier 2 city.
Tier2 = 15 citizens =150 m radius = area of 70,684 m^2 =4,712 m^2 per citizen
Tier3 =30 citizens = 200 m radius = area of 125,663 m^2 =4,188 m^2 per citizen
Tier4 =50 citizens = 300 m radius= area of 282,743 m^2 =5,654 m^2 per citizen
Tier5 =80 citizens = 400 m radius = area of 502,654 m^2 =6,283 m^2 per citizen
As you can see, the land area versus citizen requirement is out of whack. The first progression, fromTier 1 toTier 2 will be the hardest I think in less than ideal terrain conditions.
My suggestion, based on what you need to get promoted to a given level of city...
Tier2 =10 citizens =150 m radius = area of 70,684 m^2 =7,068 m^2 per citizen
Tier3 =20 citizens = 200 m radius = area of 125,663 m^2 =6,283 m^2 per citizen
Tier4 =45 citizens = 300 m radius= area of 282,743 m^2 =6,283 m^2 per citizen
Tier5 =80 citizens = 400 m radius = area of 502,654 m^2 =6,283 m^2 per citizen
This will help outposts get over that first hump without making metropolis easier to reach.
This is good stuff, but I wonder if we should extend the range of the tier 5 out another 50 meters...what would make for an optimum population then?

That is to say... whether Tier 5 ended up being 450m or 500m would make no difference, as you'd have to have 80 people in the 400m radius to get promoted.
