Ok i didnt get to choose the location for my city b/c i didnt pay for the city hall lol. but we are small just finished our 24 hour cycle thing and have 12 citizens, then i realized we need twenty for our next upgrade...but it may be physically impossible to fit 20 houseswithin the cvity limits....will the city give us more space with more people or not?

You go up to a 150m radius once you've gotten through your 10 person verification. You don't add to your radius anymore until you get 20 people.

If are talken about the landscape and how u can't place houses inside the citylimit becouse of it then ask your ppl to get small houses just to make the city grow to the 2nd lvl.

And if those can't be placed then use merchant tat they can live in them. declaer.

The same is true for Aurora -- we scouted for two weeks before a spot was chosen to place the city hall. There are some fantastic spots for city halls to be placed, but you only have room for a small number of houses which would limit your ability to make a city. For example, It would be fun to place city hall on top of a plateu on Lok or high on a mountside where there was an appropriate flat spot. However, the limitations on placing houses around the city hall would seriously screw anyone trying to build a community. I wish there was a way around the structure placemetn limitations.
