I don't think the cycle is related to the server timings. It rather depends on the day the city was placed. Sadly enough, server downtimes are not accounted for in the 3 week cycle, so it will always be pretty vague.

It should usually be every third maintenance cycle. Try to remember when the last voting occured (old mail maybe?) and roughly add 3 weeks.

It annoys me about the 3 week cycle , but now that all the votes don't go to the incumbent it is alot easier to change the Mayor , which is a good thing. Just try registering and getting all the citizens to vote for you and you will eventually get mayor.
