Hello,
I am Iata, mayor of Farpoint on Talus (Frastar).
The city is doing just fine, we reached level 4 and we have the so much wanted shuttleport.
When we first started we never thought we could really bring it this far.
We found s good spot, bvut it was a bit limited by the neighbooring town so we had to place the CH close to the mountains, making the are behind it unbuildable.
Now that town is gone and i wanna move the CH to a new location, so we get more buildable space.
What i wanna know is if I destroy the CH and place a new one, do we stay at level 4 or do we degrate and go up a level per week?

If you destroy City Hall, the city disbands. Any civic structures or decorations in place are destroyed.
Putting down a new city hall creates a new city. You have to do all the same things you did starting the first time, as well as get everyone to redeclare in the new area (residences assimilated into a player city do not automatically count toward the citizenship of the city). You only go up one level per week provided you have enough citizens within your radius.
Unless you are absolutely pressed for space and are unable to reach the next rank, I wouldn't worry about trying to move the City Hall. Another option is to place non-residence structures like storage houses and factories outside your city limit to make room for more citizens.
