This is a classification for a city, and it gives a bonus to the musicians and dancers who are doing their thing

Actually, it's a valid question.. This is originally what the skill for a bonus to entertainer healing was named as. It has since been changed, but there was officially a "red light district" in player cities for a short bit, before the entertainers, upset about the connotations towards their profession, pointed out why the term shouldn't be used.
