What are the advantages for advancing in polotican. I leada guild - but I am also very close to Master Bounty Hunter - the longest grind in the game. I spend a great deal of time running my guild, probably as much as I have on investigation. Would It still be possible to havea level 5 city if BH takes up 217 skill points?

Yes, it would be able to have a level 5 city, but you will be missing out on many of its perks. Depending on where you spend your skill points you may be missing a shuttleport or town decorations, or many other important items.
