why can you vote a mayor out when he paid for the city hall?

That's Politics.

Maybe s/he's an Architect and didn't "pay" in anyway except parts and labor. In a perfect world, all the townies would "pay"..

Oh wait, that's taxation.

So, the city pays. I'd suppose that the mayor could recoup their "losses".. but s/he'd better explain it to the populace. . they usually call that embezzlement.
