Yes as long as you don't try to move it or anything.

I'm wondering what would happen with existing city specializations? Same thing as civic buildings? As long as you don't try to change it, it should be ok?

From what I understand of what has been said, whatever the last politician put in place will stay in place. The lowbie mayor will not have the skills to change, add, remove anything until he gets the skills required to do so. So, I guess the best thing to do is make sure the parting mayor sets up your city the way you want it to be until your new mayor can get to the same point.
