I am an encumbant mayor in a new city. When I target a person to try to grant them zoning rights, I get the message that "You must be the mayor of the city or a member of the city militia to grant zoning rights".

Is this a known bug?

Technically it is a bug. You only receive that message when you are inside a building. Just go outside and it works fine.

I get the bug both inside and outside.

It also happen when you try to do it outside the city zone.

Unmounted, in city, not in a building, still happens to me.
