1. Does placing the City Hall count against your lot total?

2. What would prevent you from dropping the city hall (ie, harvestors, houses etc...) and within what radius do you need to be outside if they would stop you?

I have my location mapped out and know where I want to drop the City Hall, just wondering what would happen if someone placed a structure in the area what I would need to do.

city hall, cloning facility and shuttle port can only by placed by the mayor and take zero lots as they belong to the city, not the mayor.

you can place your hall anywhere that the footprint looks green (unless your max radias will overlap with another cities max radias)..

any extractors etc that are within your new city will keep working and will not do anything to your city. the owners will get an e-mail telling them theat they own something within a new city and that once u hit level 2 city taxes may apply. you as the new mayor will also get an e-mail telling you what is in the city and who owns what.
