Ok, this is obviously a noob politician question, I apologize, but I could not find the answer anywhere else.

Ok, I understand that a Mester Medic or Doctor has to place the Hospital in the city. I have a Master Doctor that can do this for me, the problem is he is using many of his lots... exactly how many lots will it take up? What about the Cantina and Theatres? I assume they are two lots... but I want to be sure.

Med center takes up 3 lots, it is perfect for storage since it is the most effective way to use 'em. Highest number without being screwed by the item cap number.

Does placing a city hall or any other city structure take up lots?

No the city hall and city structures do not come out of your lot count. All the buildings are assigned to the city and not to you. As the Mayor you have control of them but if you loose to someone running against you then the management will transfer to them.
