so long as its within the city limits, yes. I am on Naboo with just that setup, but it is also bad as I loose so much ground due to it...

we built our city on the edge of a lake, the only problem I have with doing that is you do lose some area that you could place buildings. which sort of cramps the housing a little bit but I haven't had trouble expanding so far. Plus having the city next to a beach is kind of cool.

It's a pain cause you can't even build bridges!!!! and hills most are too awkward to build on.

The steams, ponds and swamps will not hold back the size of the city (Radius).
However they do hamper building.
We started our first city on Rori. But there was so many little ponds, steams and swamps that we couldn't orginize the city well into rows or streets. It was hard to find locations for large structures. We ended up letting that city fade away do to it.
Also if placing a city near a lake or ocean.Start the city at least the max radius you city expects to advance from the lake and grow toit. This way you do not lose city build area to the lake. We did thiseast ofkaadara near the ocean. We have now grown to the ocean and to the build limits of kaadara at our max.
