Thread: City limits question

I have just started a new city and I put my city hall on the side of a mountain to give it elevation and make it a focal point. However... I have severely limited my ability to use the 150M radius to drop my needed housing. My question is two fold, at what point is the 150m measured from. The city terminal or voting box and how much of a house needs to be within the city limits for a citizen to be declared. 1/4 1/2 3/4 or all.

First, I would suggest dropping another city hall. If not: I believe the 150m is from the management terminal. As far as houses go, the structure management terminal needs to be in city limits for a citizen to declare.
