if I place a city hall and am mayor, does it cont towards my LOT allotment?
if it does how many lots?
and do all other structures, banks, shuttles, and other places factor into my lots as mayor, or once I place the bldgs, they are the cities lots, not mine?

City hall takes up zero lots. While mayor, all structures placed are as normal. Civic structures like the cloning facility are zero lots as well. Houses, factories, etc will continue to have the appropriate lot value.

Cantina = 3 lots
Theaters = 3 lots (I think)
Med Center = 3 lots
All are owned by the person that placed them and NOT the city. They are essentially houses with cool features.

Cantina is 5 lots.

Not to mention a cantina and theaters can only be placed by a Master musician or dancer. Also Med center can only be placed by a Master Doctor or Combat Medic.
