Once I have my city designed how I want it, I don't see any other reason to be no more than 0/1/2/0 in politician. For this reason, they really need to give more incentives to advance further up the career. I'm a master doc and what I don't use in pol will go towards Combat medic as most of Pol doesn't benefit me after I use the service once. My landscaping is almost done, won't need city cust 1-4. My Shuttleport and bank will be dropped won't need fiscal 1 - 4. Won't need more Faction terminals, so don't need martial 2 - 4 and won't change city specs so civic policy 3 - 4 won't be needed. That's 22 sp wasted on a seldom used skill. Sad really. So much potential...

I think thats how it was intended to be........
Maybe the DEV's (in their infinite wisdom) thought, "Hey, once a politician has placed all the master lvl structures there is no reason to stay a master. Why not put all the permaneant city function in the lvl 1 skill boxes like manage militia and tax management. That way a politician after placing all the master structures can drop down to 0-1-2-0 and still be able to efficiantly run a level 5 city. The extra 22 skill points will let them grind the rest of the way through another master title."
