As long as you have enough skill points to have at least one complete line - then you will have enough skills...
The only skills you need long term are those that let you place trainers/terminals and recruit into the militia (maybe placing basic decorations too)

I have been a Politician for a while now, and my opinion is that to be efficient you only have to have 2/2/2/0.....but i would recommend at least 2/2/2/2 so that you can do basic decorations like fountains and street lights.

Just depends what you want to put in your city really, if you want to place Trainers, Missons Terminals etc. then just complete those. Mastering makes no difference at all as you get no further abilities or commands, and if you are not worried about Specialization (e.g. making your city a Medical Center) then there's no point.
I was only going to Master to get the badge, but since the new patch I dont think I will bother as will take too long!
