is it currently impossible to move any structures placed in a city with a account that is either banned or inactive.
I wanted to change the layout of my city however i can't as some of the people do not play anymore.
Is there anything i can do?

Impossible - tis' one of the reasons myself and my citizens decided to start a fresh city. If the DEVS aren't willing to step up and start purging these inactive/banned accounts then there's not much we can do but wait or start over. Personally i got tired of waiting after almost a year 
I still keep my fingers crossed for the "Great Purge" and there has been alot of fuss about it lately... but like most others i won't hold my breath on it.
