=Don't= offer free =anything=! Ask what -they- have to offer -you-. Get quality... or you'll be losing them in a week or two. When they get to your town, and like it, and ask how much a house costs... =that's= when you give them the free house.

While it may not have had an immediate effect i guarantee that you have placed your city firmly in the minds of many people and when players are looking for a new city yours will be somewhere on the top of the list.
If you continue to have problems i might suggest lot trading on other servers get a person to create a character, drop a house and declare. Granted its an inactive citizen but it is a quick way to 55 and that all important shuttleport.

if u keep all that up i'd say u dont really have much to do but wait hehe.
If you're really after bodies in houses right quick to make an update tho u could try the method we used to get to shuttle early....
i took a couple of ppl from the town that were also right into getting more citizens and were all excited aboutithehe, i think the enthusiasm was the most important factor 2
anyways i headed for best and dispatched them to cor and theed and we all just started pestering any unguilded imps we saw hehe. ended up getting 9 ppl in a couple of hours that nite and we got the shuttle woot
carefull tho, as u prolly already know if u grab ppl at random like this and dont talk to em for 2 long b4 u move em in u can end up with ppl that arnt in a guild or city for a very good reason lol

I've always been a big believer in having a reason for your city, which I'm sure you do. What is the reason your city exists? Build on that, expand on that, and get people excited about it.
Swoop Territory grew to Metropolis by advertising we were a suburb of Theed, very close where merchants can come to craft and sell their items as a Research city. Later we expanded to being the launching point for missions and hunts for 3 seperate guilds. So people knew if they wanted X - they could come to Y.

Back to the ranch, its not about placement of where your city is. Its the player content you do on a daily/weekly basis. The game has next to nil content atm. People find things to do to burn the clock. It comes down to the community keeping citizens, not just the mayor. You do need help in this. The guild(s) on the land I am mayor of do a fair share of group hunts somewhere in the galaxy, get people to hunt together, craft together, do whatever, and you will get more citizens. I haven't gone the past month without someone new coming to my city asking questions about joining in one way or another. It feels great after 11 months and people are stil interested in moving in.
Players want shuttleport in thier town.. that's pretty much 90% of my citizens are so happy we were able to get to make thier lives easier to get around. I don't recommend cross server lot swaps for housing because if they happen to delete/cancel the account that is one of your citizens. Your pretty stuck with a house out of sorts after you decide to redecorate.
My town is nieghboring LordArtex city on Shadowfire, I never expected to reach rank 3 when I placed CIty Hall. But we are Rank 4 and we are growing. It comes down to word of mouth and being seen...get everyone active as a group...

40 to 55 will take next to forever. 55 to 100 will take half that.

Completely agree with Sighryn! I quit offering "free houses, swoops, etc" long ago because i want quality citizens that will take as much pride in Solace as I do.
I certainly would *not* go with cross server trades as someone suggested. That is just calling for more ghost towns and using up land that you could be giving to playing citizens.
Good Luck on getting to the 55! It's a great accomplishment when you do and can look around your city and know that every citizen at that time is active. ![]()

I agree with this for both my city and guild. I will offer a free small house AFTER they decide to move in as a way of being nice, not an inducement.
Another thing to do is cooperate with a nearby city. Perill reminded me by his post here that we often email each other as to guild/city events between Swoop Territory and Dark Sword. It helps keep both cities populated and encourages more activites to do in the course of a week. Good luck!

We had a city next to us that we were trying to work some things out with, but their mayor went ape sh!t and deleted their city hall.The town is all but disolved
