I am not able to give people zoning rights in my city, it sais I am not the mayor of the city (I am mayor, trust me 
)
)Anyone else having this problem, or knows why it sais this?

I'm guessing here... but maybe it didn't say "You're not the mayor" but rather "Only the mayor can..."
AND...
you were inside a building.
Outside you must go. Over you must do.

Yes, it said only the mayor and miltia, AND I was in a building, that building part would probably be the prob, thanx
