Me and a couple of friends is going to build a new city so I would like to know where I can find a good map maker(or whatever they are called, I dont remember ) so we could see there how we should build before we start IG.

There's one in the main sticky thread (in the useful links section) that is a web-based planner. The only footprint not current is the Naboo medium, which now has the same footprint as a Theater. It doesn't have a way to designate no-build areas, only an actual grid and sections for structures.

You can go as simple as a piece of graph paper and a pencil to graphical/mapping programs, depending on how detailed your map needs to be. Personally I use a program called The Fractal Mapper (you can find it with a basic web search) which is a fairly inexpensive program; if you play other RPGs it's worth the investment. Others have used Visio and a few other programs. It's really up to what you're comfortable using.

Unfortunately there isn't an in-game mechanic for doing this.
