We recently had a city member pass away real life and I wrote a note to CSR asking if they could *lift* his house from our city because to be quite honest caused a few of us that knew him real life a great deal of pain to see his house there.
There response - short - precise - we don't remove a players house. You will have to wait until the account is terminated due to non payment and then inactivity.
Now I understand that "anyone" could just say someone passed away - but it also showes a bit of insensitivity and caring for the other players of the game.

Sorry to hear a player passed away and Iunderstand the painthis must be for some.
We had 2 players in our city pass away IRL. The first time, I wasonly anew cit myself and missed the city gathering as I was off doing POIs on some other planet. Back then, I didn't really havethe understanding of player cities, it's community andfriendships that I do now.
I've becomea mayor andalmosta year later, someone passes away. A player. who isnot just made of1's and 0's, but a real person behind that character.
In her honor, I had made a brazierwith her name and we held a city gathering and a few minutes of silence. That player still remains part of us and our city.
Unfortunately, I don't think neither you nor I can do anything to remove an existing house.
But, maybe it is possible with written consent fromsomeoneof the immediate familyas I have heard SOE will remove houses from players with written concent.
