if I had a city and someone placed a city hall close by, would I lose citizens to this new city?

You can not place a city hall any closer than 1000m from another city hall.

Since the largest a city can get is 450m radius there will always be at least a 100m gap between cities.

so if I place a city hall on the outskirts of a city its not going to steal any of the other city's citizens?? my city boarders will only be in the other direction from the city.

You can not place a city hall any closer than 1000m from another city hall.
