put "citizens" in the to field, sans quotes.

tried that... 3 nights in a row... none of my messages made it out

putting "citizens" in the "to" field should work. If it doesn't this is a bug and you should report it.

yeah i email citizens and it works fine. it was a great day to find that, emailing everyone in a 100 person city is a nightmare

We have 200 in our guild and about 150 in our city which spans 6 guilds. So I usually send out to citizens and guild. That way I don't miss anyone. Alot ask me what's with the double emailing. Maybe I will convince some more of that 200 to actually move into our city
