Can another metropolis rank be reached ifsomonestarted a city from scratch?

I looked at costumer servivce knowledge base and still confused says cap 20,15,10

Does that mean 45 cities can be built in whole planet? 20+15+10?

Its 20 cities total. 10 can get to rank 4 or 5 (metro) and 15 can get to rank 3 or higher. So there can be 10 rank 5's but only 5 rank 3's becuase the 10 rank 5's count toward the 15 rank 3 cap. Makes no sense, but thats how it goes. If there are already 10 rank 4 cities, one of those will have to drop rank before another city can advance.
