Who is taxed? Are u taxed only if u declare? Are u taxed if u have a structure there? Is the taxed based on the number of structure u have in the city? What happens if someone has done a lot trade and never pays the tax? All these are only in relation to Income taxes! Thanks

Yes. For income tax, you must be a declared citizen.

If you are not a citizen, you won't be taxed the Income Tax. You will, however, pay property tax.

No. It's a flat weekly rate. Number of structures doesn't matter.
What happens if someone has done a lot trade and never pays the tax?
Nothing really. You just don't get there taxes. There is no penalty for them. If they can't afford it (and, some evidence suggests even if they can afford it, but don't log in), they will not pay the weekly income tax.

Im taxed on my testcenter character every update even when I don't log in. However i've recieved the "you have paid your tax" message when I had zero credits in the bank. So the city did not actually get paid that time around.
