Yes there is, you ban them from the city meaning they can't use civic structures. That is what /cityban does.
To ban someone you have to target them while they are in the city and as long as they are not a citizen they will get prevented from using civic structures (that's what /cityban does) if they are a citizen they cannot be banned. If you want noone but citizens to use your cloner or your shuttleport or see your city hall then just ban everyone that isn't a citizen and you accomplish just that.
Almost all merchants that use the credit fee entrance schtick just charge 1 credit so I was referencing the idea of an entrance fee to that. If you tie a fee to enter a building you are restricting access to it which can grief people from entering city hall and voting against you so it won't be put in. If you were to want it added in with the exception that there is a limit placed on it then you are asking for a tax and that would apply to everyone and not just non-citizens.

buildings like cantinas are player-owned city structures, therefore if you're admin and have the proper skill you can charge an entrance fee just like other player-owned buildings.
... and citybanning is different from ban lists in a particular building. someone can be banned from your city, yet access and player-owned building if their name isn't on *that* ban list.
