Hi... i just formed a city consisting of Guild members. We are a small guild, but thought it would be cool to have our own city. My question is, since we'll probably never hit the next level (20 people) will I still be able to get xp and place anything in the city other than houses? Thanks.

Umm.. yes and no.
You will still get experience but you will not be able to place everything. For example, you can't place a shuttleport until you have a rank 4 city. The bank, small garden, and a few other things you will still be able to place though.

cool... all i really want is a mission terminal and a bank. it sounds cheesy, but i placed 2 medium generic houses.... one's a med center, ones a cantina. The med center has beds, and some medical decorations... even bought a medical droid skin to enhance it. The cantina has tables and speakers, and a counter. behind the counter are 2 npc vendors... one selling food/drink, the other sells spice. Knowing we most likely wont get that many citizens, I built really close to the rebel outpost on rori. Distance to the starport and cloning facility... around 450m.

Umm, yes forgive me for the stupidity of this question but how exactly do you get political experience? Can you get the xp before starting your city by zoning land (how do you do that...) or do you just get it from being elected mayor of a city? Thanks in advance!

100xp per every vote you get in an election. Incumbents get all the votes by default so that's either a good thing or a bad thing for you.
Zoning just means that noone can drop anything in your city without your (or your militia's)approval. When they get your approval they can drop anything anywhere within 24 hours or until you revoke it. You don't get a Sim City overlay of it deciding factories can go here, homes here, and the godzilla attack should be restricted to this area; although that would be interesting.
