Why do people want to visit the city?
Why do people want to live in the city?
What are you offering that is different from an NPC city? (ie. how will you overcome lack of a bazaar/starport)
What are you offering that is different from other player cities?
Hopefully the answer to these questions is not the standard "they were attracted to my city because they were offered 10k and a free house"
First of all, I would start communicating with the 10 people that are interested in th city. That is actually a good start and you can build a lot from there. But see what they are interested in doing with the city, and start working towards that. Do something USEFUL, and something interesting that will keep people coming back. Don't try to do everything, but concentrate on doing a few things well.
Also don't focus on gaining citizens - focus on gaining visitors. If people naturally come to your city often, they will want to end up living there. Believe me, there are a ton of people sitting around in ghost town cities that are dying for an active and useful city to live in.
Communication is a big key though - setup a web site, hold referendums, ask people for their opinions, give citizens tangible ways to contribute to the city. Get people involved in real ways and you will soon end up with loyal citizens who geniunely care about their city.
Wish I could say all of that works. It is just about finding the right quality people and being very lucky. If you are a city not on the one of the major planets it is really a battle to keep citizens. I am mayor of a city on Dant and just lost our level 4 status. It is so hard to keep people coming back. Everyone hates the star port trip to Dantoine.
The best way I see to promote more people is keep venders going and keep people in the city. Promote your mission terminals. Keep people hunting and running around the city.Hopefully this works for you because it has not worked great for us.........

Yup, i completely agree, talk with the citizens, and be around a lot. Being an active mayor and not a "plant & grant" politician matters alot. If the citizens/visitors see you busy working on and with the city, they know they're in a real city and not a ghosttown.
My primary focus however is not on gaining citizens nor visitors, but on making those who do visit or live in the city, comfortable and at home. Most people do tend to travel around alot and have/make friends, that's how most of my citizens poured in, slowly but certainly. No better advertizement then a citizen who is glad to be a part of the town you manage.
