If you don't have enough in the kitty and your city update goes through you will have damaged structures and property will be lost around the city... starting with trainers, terminals, lamps, fountains, gardens, civic structures... in that order... now here is the interesting part... some of these will only be damaged... i have no idea how it is calculated, but because they are damaged you can notredeed them without destroying them... however... if you wait a week the city kitty will repair them from any access in the treasury and they will be fully re-deedable again... just a little tip for you mayors out there that might be running the red line a bit... =P
