I should also mention that I took your advice and checked the city advancemant option, I did this twice so I could be certain that it was advancing as far as the timer was concerned. It appears to be, and although it doesn't seem to make sense with the days already gone, it lists advancement as happening 1 day and 8 hours from now. I am thinking I could be getting over-excited as I am now recalling something you wrote regarding server down-time 
....one question I would like answered... "1 day" as stated in system...shall I regard that as a 12 or 24 hour period, or even still...a server shift?

I dont think that is correct, if it is then theres another bug. I placed my City Hall on a Sunday and my city became official on Monday. The city update cycle takes place every monday, atleast in my city. So I think you will end up getting xp every 3 weeks and 1 day after placing your city hall. <shrug>
Thats because server downtime doesnt count. Election is held exactly 3 weeks (online time after townhall was placed) if server is down 30 minutes everyday the first election will be held 21 days 10 hours and 30 minutes after you placed the townhall.
So your towns election will slowly be pushed forward until it has gone a full loops and is back where it started.
