Real chance to drag some of the players out of the NPC cities and into player cities!

It'll never happen for the same reason we don't have bazaars (however there is an easy work around to get the bazaars included when we get updated.) In order to use the terminal to launch, your ship has to be parked there. Well what if the city loses members and drops down a rank, doesn't have enough funds in the treasurey, has an abusive mayor that decides to just rip 'em up? You just lost your ship and all the great loot pieces in it. Trainers and mission giving NPC's or terminals would be a nice add on to the city but the equivalent of a starport just won't happen.
Besides what would happen if you banned people and they didn't realize it and came flying in with their TIE? How the hell would they get it back?

It almost sounds like they coded them explicitly for the purpose of having an excuse to not put them in player cities. Seriously, there is no way they have to make it like this.
Maybe its just the conspiracy theorists getting to me though...

Again, if they were willing to spend the time to code this in we'd have bazaars in cities right now or it'd be known that they're working on it. If it has to be stored someplace that is dependent upon the city still existing it just won't happen. That's why cantina's theatres and med centers will stay after a city is destroyed, they're just required to be placed. The dev's dont' want to allow any form of accidental griefing or purposeful by letting the mayor destroy items.

How about only allow the citizens of a city to land in the specific city. That should be an easy check. If the city starport is destroyed or the person removes residency in the city, their ship gets 'moved' to the capital city of the planet. Maybe a moving fee applied to the ship.

Though the NDA is still in effect, look at it this way, we've already been told that PlayerCitys wont have Starport type facilities for the time being. To beable to store the simple ammount of 10 players ships in one player city, if they go be realism, is quite impossible without the whole starport thing.

Well, Publish 11 has gone live. The shipwright trainers are in game (though won't train anyone until JTL goes completely live). And I can categorically state that Shipwright is not one of my options for placeable trainers.
Please, lets not make Bio-engineers of these guys.
