Both Zallon and Vorah's cities are on Chilastra. Maybe this is being fixed on a server by server basis.

Maybe I should also ticket this. We should have updated to lvl 4 today, (and we're only showing 9 shuttleports on the planetary map) but Last Hope, Tatooine (Starsider) was also denied.
