I work in Real Estate in a major city in the US, and I can tell you that given the number of these I see in this city alone and how the city does them......its not very few here...and if it isn't very few in this one city...its way more than very few across the country. No, this is an issue that is out of hand, and its up to the States to put it in check. Cities have always felt they had free reign over tax payers land, and this only gave them the legal backing they have needed to force you out by Federal ruling as well as their own commissions and ordinances. Road easements as you first refered to is what it was "intended" for. The cities in their greed took it go far beyond that.

Be it for public use or for selling back to a Developer..even with a TIF envolved. We all know how well those commissions give out the value of the land as well don't we. Comdemnation is how many cities are taking out perfectly valid land and selling it for redevelopment..not into a park, but rather into an apartment complex or mall. After all....both are to the public benefit. At least that is how the cities and now the Supreme Court have twisted it.
Are you implying cities are taking land from people for free? Now I know thatgovernments usually screw the people on the price of land, but I have never heard or seen free Eminent Domain land. The 5th Amendment requires just compensation whenthe taking of land that is takne through the Eminent DOmain provess, be it a school, park or a house to establish anothr public useasyou have stated so eloquently.
When SOE comes up with some "just compensation" clause, I would be more than happy to let Mayors have the power tofold-up buildings. Otherwise this can be a tool for Mayors to grief players and hold their buildings and equipment hostage until they meet the Mayor's demands. This unfortunate, but quite possible scenariois contrary to what the Founding Fathers felt when establishing the 5th Amendment.....
