I surprised that the Infestation and Occupation didn't elicit any responses. I was thinking of using the spawn idea as a way to increase the roleplay of "defending" the town. I suppose it would be better as an event, but this way the mayor could control the level of the "invaders".

If things could be done as events or decorations rather than a specialization that we have to pay for via city maintenance, I personally think it's better off as an event or decoration.
As a side note about specializations, a few of my guildies are working on some extensive research on the effects of the crafting specializations. Several of them are RL scientists, so they love the whole numbers and experiments game.
As soon as I have results, I'll pass them on.

How about "Event Specialization"5k/week= mayor gets access to /createEventItem command allowing him/her to create in his/her inventory the items that can be purchased at the event coordinators in major cities. The cost for these items is reduced by 1/2 when created this way and the expense is automatically deducted from the city treasury and an email sent to all citizens when this occurs.
This would encourage player cities to host and run player events more often by giving a discount and making the event objects and decorations easier to access. You could also have an option to make the object semi-permanent and allow the city to pay ongoing maintenance for some of the decorations, but this option should only be a toggle available to the mayor.

Khristen you had said Industrial Society is broken, it was a good idea, let them fix it and re-introduce it.
