I went into chat and pointed this out to a CSR yesterday. He said that his lead told him that the incumbant mayor doesn't get votes for the people that haven't voted, even when there is no one running against him. I pointed this post out to him and he said this post was old and the information he was getting from his lead is correct. Is this true or not?
